Greater Marksmanship is okay, but you should fold the ranged weapon proficiencies into it if you think this item needs it. Make a Legendary Shrieking Bolt that does a lot more damage.

You can get it a L3 and it upgrades every 4 levels. It can also upgrade at each individual level to get an augment slot but that takes a lot longer if farming fresh.
